The government and the House of Representatives (DPR) have agreed to appoint all part-time government employees under employment agreements (PPPK) to full-time PPPK positions. According to reports by CNBC Indonesia and detikNews, Minister of State Secretariat Prasetyo Hadi announced the decision on Friday, November 6, 2026. In addition to the change in status, the government will give full-time PPPK employees the opportunity to take the civil servant candidate (CPNS) selection exam starting in 2027.
Announced after a meeting between the government and the House
CNBC Indonesia reported that Prasetyo announced the decision after a meeting with House leaders and several ministers. Participants included Deputy House Speaker Sufmi Dasco Ahmad, Deputy House Speaker Cucun Ahmad S., Home Affairs Minister Tito Karnavian, and Religious Affairs Minister Nasuruddin Umar.
According to detikNews, the announcement was made at the parliamentary complex in Senayan, Jakarta. Prasetyo said the government had conducted several rounds of calculations before deciding to move part-time PPPK employees to full-time status. He emphasized that the decision covered employees across professions, not just teaching staff.
Coverage extends from teachers to operational staff
According to Prasetyo's explanation as reported by CNBC Indonesia, earlier discussions had covered only part-time teaching staff or teachers. The decision announced on November 6, 2026, expanded that coverage to all part-time PPPK employees. Their status will be changed to full-time PPPK.
The groups mentioned in the announcement included lecturers, firefighters, members of the Municipal Police Unit, healthcare workers, technical personnel, and other operational staff. DetikNews also reported this range of professions. The decision announced by Prasetyo therefore extends beyond education employees to personnel in various areas of public service.
Opportunity to take part in civil service recruitment
The next decision concerned the opportunity to take the CPNS exam. According to detikNews, Prasetyo said employees who had already been appointed to full-time PPPK positions and wanted to become civil servants would be given an equal opportunity to participate in the selection process. The CPNS exam is set to resume in 2027.
The transition to full-time PPPK status and the opportunity to take the CPNS exam are two separate elements of the announcement. The appointments approved by the government involve moving employees from part-time to full-time PPPK positions. As for becoming civil servants, Prasetyo announced an opportunity to take the selection exam, not direct appointment to the civil service.
Phased implementation beginning in January
CNBC Indonesia stated that the policy changing PPPK employment status would take effect on January 1, 2027. Meanwhile, detikNews quoted Prasetyo as explaining that all the decisions would be implemented in stages starting on the same date. This places the beginning of implementation of the government’s announced policy in early 2027.
For the CPNS selection process, the timing specified in the announcement was 2027. January 1, 2027, therefore refers to the start of the phased implementation of the decisions, while the opportunity to take the CPNS exam was announced for that year. These two timelines should be understood in relation to the respective decisions explained by Prasetyo.
