The Corruption Eradication Commission (KPK) has seized Rp2 billion from Bobby Rasyidin, President Director of PT Kereta Api Indonesia (KAI), in an investigation into alleged corruption in a fuel station digitalization project. KPK spokesperson Budi Prasetyo confirmed the seizure on Friday, November 6, 2026. According to reports by detikNews and RRI, Bobby is a witness in the case.

KPK Has Yet to Detail Bobby’s Connection to the Case

Budi explained that the seizure of money from Bobby was one of the measures taken in the investigation into alleged corruption involving fuel station digitalization. However, as reported by detikNews, the KPK has not detailed Bobby’s connection to the case. The intended use of the seized money has also not been explained.

Bobby’s status as a witness should be distinguished from that of the three people named as suspects in this case. DetikNews also noted that before leading KAI, Bobby worked at PT Len Industri, a company specializing in electronics for industry and infrastructure.

Three Suspects Have Been Detained

According to RRI, the KPK’s case concerns alleged corruption in procurement for PT Pertamina’s fuel station digitalization project during the 2018–2023 period. The three suspects are Dian Rachmawan, PT Telkom’s Director of Enterprise & Business Service from 2017 to 2019; Weriza, PT Telkom’s Senior General Manager of Strategic Sourcing Operation Procurement from 2012 to 2020; and Elvizar, owner of PT Pasifik Cipta Solusi (PCS) and a former senior PT Telkom executive.

KPK Acting Director of Investigation Taufik announced their detention at a press conference at the KPK’s Merah Putih Building on August 4, 2026. At the time, the KPK ordered an initial 20-day detention period, from August 4 to 23, 2026. The three were charged under Article 2, paragraph (1), or Article 3 of the Law on the Eradication of Corruption, in conjunction with Article 55, paragraph (1), point 1 of the Criminal Code.

Project Objectives and Alleged Procurement Manipulation

According to the KPK’s explanation quoted by RRI, the fuel station digitalization project began with the signing of a Heads of Agreement in August 2018. The project had a maximum value of Rp3.6 trillion. It was intended to monitor fuel stocks in real time and oversee the distribution of subsidized fuel.

In its investigation, the KPK suspects that procurement of Electronic Data Capture (EDC) and Automatic Tank Gauge (ATG) equipment was manipulated. Taufik said Elvizar allegedly lobbied several officials and subsidiaries to have PT PCS appointed as the EDC equipment supplier. These allegations concerning the supplier selection process form part of the KPK’s explanation of the case.

Alleged Payment and State Losses

According to Taufik’s statement reported by RRI, Elvizar allegedly paid around Rp2 billion to representatives of PT ASK to withdraw from the vendor selection process. The KPK said this move left PT PCS as the sole EDC equipment vendor. This account concerns investigators’ allegations about the procurement process, not an explanation of the intended use of the money seized from Bobby.

RRI also reported that, based on calculations by the Supreme Audit Agency, state losses from the procurement of ATG equipment amounted to Rp193.75 billion. Meanwhile, losses from the procurement of EDC equipment were estimated at Rp128.42 billion. These figures relate to the procurement of two types of equipment for the fuel station digitalization project under investigation by the KPK.
